AROGYASREE IN AP: FOR WHOSE HEALTH?

a myopic scheme

Arogyasree: For Whose health?
Recently, our AP State Government has introduced the Arogyasree scheme in which patients living below the poverty line can have access to tertiary care and all the expenditure is taken care of by the Government.
The scheme is quite laudable if implemented perfectly. However, as with all the populistic schemes introduced by the present Govt, the goal is far too idealistic and much too unrealisitic.
Apart from the huge costs to the exchequer, it is an open secret that the genuine poor cannot get the White Household Card, the ticket to free treatment. Even the Govt accepts that most of the white cards are bogus and held by persons whose incomes are much higher than that of the average Pink Card Holder.
And when misused, the Arogyasree scheme is a Kamadhenu scheme for Corporate Hospitals. These hospitals are now assured of steady patient flow, filling their already bulging coffers. We have seen instances where certain unscrupulous Medical Practitioners have utilized the loopholes to sanction amounts for non-existent patients for surgeries performed only on paper!
Even if done for people truly below poverty line (BPL), the costs of post operative care and follow up visits are prohibitive and many such pts discontinue treatment and land up with serious complications later.
Hence it is high time the Babus in the Govt stop this scheme and address more pressing public health problems like providing potable germ-free water, proper drainage system, pollution control, anti-smoking campaigns, prohibition of alcohol consumption in public places, ensuring food hygiene at eateries, health education etc.
The only way to ensure the best treatment for all people including those below poverty line, is to make Health Insurance compulsory for every one by legislation.

The patients sufferin frm advanced stage brain tumour may be allowed under this scheme to use IMRT radiaion tecnology beingadopted in Yashoda cancer institue (Yashoda hospitals sec'bad). (Yashoda hospitals, sec'bad) Presently the patients r not covered under this scheme for this IMRT radiation tecnology,if poor patients r allowed to this IMRT tecnology in this scheme, many of the poor lives will be saved.

mis useof arogya sree
THe scheme which CM has introduced to the poor is very good..but he should also see that the same is not misused by the wealthy who can afford to pay the medical bills. How do you have a check on the same and eradicate if that is done then we can be rest assured that this scheme is successful and we have done justice to the poor. I would request the management to look into this on a high priority so that the rich are benefited and the poor are deprived of the same. Also we have to have a check on the officials who are authorised to issue this arogyasree who should not be biased.

Rajiv Arogyasree: Boon or bane?
There is no doubt that this scheme has benefited many poor people who otherwise couldnt afford to get costly surgery done. But it has also "benefited" lot of rich people who can easily afford such treatment. Thats because of the bogus white cards. Govt should screen all cards and exclude those who are not eligible.

CORPORATE SREE??
No doubt its a wonderful scheme. Apparently Dr YSR has pulled off something which even the great Saibaba of Puttaparthi couldnt succeed. But I wonder how long the scheme will continue. You cant subside everything!! An example is the NHS system of UK. Now the NHS is in doldrums. Lets wait and see.
